What Are Product Groups?
Within each CCL category, items are further divided into five product groups designated by letters A through E. The product group letter is the second character of every ECCN. This classification level distinguishes between different types of controlled items within the same technology domain.
For example, within Category 3 (Electronics), ECCN 3A001 controls specific electronic components (group A — equipment), while 3D001 controls software for developing those components (group D — software).
Group A: Equipment and Components
Product Group A covers end items, equipment, accessories, attachments, parts, and components. This is typically the broadest product group in each category and includes the physical hardware that performs controlled functions. Systems that integrate multiple controlled items also fall under Group A.
Examples include radar systems (6A001), encryption hardware (5A002), numerically controlled machine tools (2A001), and thermal imaging cameras (6A003).
Groups B Through E
Group B covers test, inspection, and production equipment used to develop, manufacture, or test items in Group A. Group C covers materials — raw materials, substrates, and chemicals with controlled properties. Group D covers software specifically designed for items in Groups A, B, or C. Group E covers technology, meaning technical data and know-how required for development, production, or use of controlled items.
The technology controls in Group E are particularly important because they follow the General Technology Note: technology required for items controlled at any level remains controlled even when applied to lower-control items.
