What Are 600-Series ECCNs?
The 600-series ECCNs (such as 0A606, 1C608, 7A611, and 9x515) are Commerce Control List entries created under Export Control Reform (ECR) to receive items that were transferred from the United States Munitions List to the CCL. These items retain enhanced controls compared to standard dual-use items but are now administered by BIS under the EAR rather than by DDTC under ITAR.
The 600-series was designed to provide a middle ground between the strict controls of ITAR and the more flexible controls of the traditional CCL. Items moved to the 600-series were determined to not warrant the highest level of control but still require more oversight than typical dual-use items.
Classification Priority Rule
Under the CCL Order of Review (Supplement No. 4 to Part 774), 600-series and 9x515 ECCNs take priority over all other CCL entries. If an item is described in a 600-series ECCN, it must be classified there even if it also fits under another ECCN. This priority rule is mandatory and must be checked early in the classification process.
The catch-all paragraphs (typically designated '.x') in 600-series ECCNs control parts, components, accessories, and attachments that are 'specially designed' for items in that ECCN or in corresponding USML categories. The 'specially designed' analysis under §772.1 is critical for these entries.
Licensing for 600-Series Items
600-series items generally have National Security (NS) and Regional Stability (RS) reasons for control, making them subject to license requirements for a broad range of destinations. However, unlike ITAR, several license exceptions may apply to 600-series items, including STA (Strategic Trade Authorization) for approved destinations.
License Exception STA is particularly significant for 600-series items as it enables license-free exports to countries in Country Group A:5 for most 600-series items, subject to certain conditions and consignee requirements.
